If you have a child who is struggling with reading, writing, or spelling, you already know how hard it can be to find โ€” and afford โ€” the right support. Private tutoring from a certified educator is one of the most effective interventions available, but the cost can feel out of reach for many families.

Here's what many Tennessee families don't realize: you may already have access to funds that can cover the cost entirely. Tennessee is one of only a handful of states in the nation with not one, not two, but three active education savings account programs โ€” and all of them allow families to use their funds for approved tutoring services.

Education Interventions is an approved vendor for Tennessee's ESA programs. Here's everything you need to know.

3Active ESA programs in Tennessee โ€” more than almost any other state
$9,800Maximum award per student through the ESA Pilot Program (2025โ€“26)
$7,296Maximum award per student through the Education Freedom Scholarship (2025โ€“26)
Tennessee made history in 2025 by becoming the first state in America with three simultaneous ESA programs โ€” making it one of the most generous states in the country for families seeking educational alternatives and supplemental support.

Tennessee's Three ESA Programs Explained

Program 1

Tennessee ESA Pilot Program

Established in 2019 and first available in 2022โ€“2023, the ESA Pilot Program targets families in specific districts and income brackets and provides the largest per-student award of the three programs.

Who QualifiesStudents zoned for Metro Nashville, Memphis-Shelby County, or Hamilton County schools with household income at or below ~$82,000 for a family of four
Award AmountApproximately $9,800 per student for full-year participation (2025โ€“26)
Enrollment CapUp to 15,000 students. Lottery if oversubscribed โ€” siblings of current recipients get priority
Tutoring Covered?โœ… Yes โ€” tutoring services from approved vendors are a qualifying expense
Program 2

Individualized Education Account (IEA)

Tennessee's IEA program is specifically designed for students with qualifying disabilities. There is no enrollment cap, meaning every eligible student who applies can receive funding โ€” making it one of the most accessible programs for families of children with learning differences including dyslexia.

Who QualifiesStudents with qualifying disabilities who have an IEP โ€” open statewide with no enrollment cap
Award AmountBased on the state's per-pupil funding formula โ€” varies by district
Geographic RestrictionNone โ€” available to eligible students anywhere in Tennessee
Tutoring Covered?โœ… Yes โ€” tutoring and educational therapy services are qualifying expenses
Program 3 โ€” NEW 2025

Education Freedom Scholarship (EFS)

The newest and most expansive program, the Education Freedom Scholarship was signed into law in 2025 โ€” making Tennessee the first state in America with a truly universal ESA program. It is open to all Kโ€“12 students in the state regardless of income or district.

Who QualifiesAny Kโ€“12 Tennessee resident entitled to attend public school โ€” no income limit for half of available slots
Award AmountUp to $7,296 per student per year (2025โ€“26). Unspent funds roll over year to year
Available Slots20,000 scholarships in year one, growing by 5,000 per year if demand exceeds 75% of capacity
Tutoring Covered?โœ… Yes โ€” tutoring services are a qualifying expense after tuition and fees are covered

Important for EFS families: The Education Freedom Scholarship requires funds to be used for private school tuition and fees first. Remaining funds can then be applied to tutoring, materials, and other qualifying expenses. ESA Pilot and IEA families have more flexibility to direct funds directly to tutoring.

Do ESA funds expire?

Unspent funds roll over from year to year and remain available until your child graduates, returns to public school, or withdraws from the program. You do not lose unused funds at the end of the school year.

The ESA Pilot is limited to students zoned for Metro Nashville, Memphis-Shelby County, and Hamilton County. However the IEA is available statewide for eligible students with disabilities, and the new Education Freedom Scholarship is open to all Tennessee Kโ€“12 students regardless of location.

We serve all families regardless of ESA enrollment. Contact us to discuss services and options. We are committed to making expert literacy support as accessible as possible for every family.
