South Carolina has two programs designed to help families of students with exceptional needs access private educational options โ including tutoring. While more limited than the universal ESA programs in states like Arizona and Arkansas, these programs provide meaningful financial support for South Carolina families whose children qualify. South Carolina's Two Exceptional Needs Programs
Educational Credit for Exceptional Needs Children (ECENC)
Created in 2018, the ECENC program provides two forms of support: a scholarship grant through Exceptional SC (a 501(c)(3) fund supported by tax-credit donations) and a parental refundable tax credit through the South Carolina Department of Revenue. The maximum parental refundable credit is $11,000 per qualifying student per year, or the amount paid for private school tuition โ whichever is less, minus any scholarship received. Applications open in early February each year through MyDORWAY, the SCDOR's online tax portal. The $5 million annual cap is typically reached very quickly โ in 2025 it was reached on February 3. Families must apply the moment the portal opens.
Education Scholarship Trust Fund (ESTF)
The ESTF provides $7,500 scholarships to qualifying South Carolina students with exceptional needs, administered by the South Carolina Department of Education and managed through ClassWallet. This program provides direct scholarship funds that families can use for approved educational expenses. Applications and renewals are managed through the ClassWallet platform. Note: students participating in the ECENC program are NOT eligible for the ESTF simultaneously.
Who Qualifies?
Both programs are specifically for students with exceptional needs โ defined as students who have been evaluated according to South Carolina's evaluation criteria and determined eligible as a child with a disability needing special education and related services under IDEA, or who have a 504 plan with documented accommodation needs.
Students must be South Carolina residents, eligible to enroll in a South Carolina public school, and must attend an approved eligible school for the ECENC parental credit. A list of eligible schools is maintained by the Education Oversight Committee (EOC) and updated periodically.

Receive Your Approval Notice
If approved, you'll receive a Parental Refundable Credit Approval Notice. Do not claim the credit until you receive this notice. Then claim it on your SC1040 state tax return.

My child has an IEP. Do they qualify for these programs?
Likely yes โ students with an IEP who have been found eligible for special education services under IDEA are the primary target population for both the ECENC and ESTF programs. Contact the South Carolina Department of Revenue (for ECENC) or Department of Education (for ESTF) to confirm your child's specific eligibility.
Can I participate in both ECENC and ESTF?
No โ students participating in the ECENC program are not eligible for the ESTF program simultaneously. You must choose one program. Compare the benefits of each carefully โ the ECENC offers a higher maximum credit ($11,000) but requires fast action when the application window opens.
What if I miss the ECENC application window?
