What Is New Hampshire's Education Freedom Account?
New Hampshire's Education Freedom Accounts (EFAs) are grants from the State of New Hampshire, administered by the Children's Scholarship Fund New Hampshire (CSF-NH). Families receive funds in a ClassWallet account that can be spent on approved educational expenses including tutoring, private school tuition, online learning programs, curriculum, technology, testing, and more.
The EFA program was created in 2021 and has grown rapidly โ reaching its enrollment cap of 10,000 students in 2025. In June 2025, legislation was signed removing the income cap entirely, making the program universally available. Unused funds roll over year to year and remain available until the student withdraws from the program or graduates.
Who Qualifies for New Hampshire's EFA?
Since June 2025, the EFA program is open to all New Hampshire families โ the income cap has been removed. Your child must be a New Hampshire resident between the ages of 5 and 20 who is eligible to enroll in a New Hampshire public elementary or secondary school.
Priority access is given to: existing EFA recipients, siblings of participating students, students with special needs, and students from families with income at or below 350% of the federal poverty level. These priority groups can be admitted even after the general enrollment cap is reached.

Visit the Children's Scholarship Fund NH
Go to nh.scholarshipfund.org to apply. The CSF-NH administers the EFA program on behalf of the state. Applications for 2026โ27 are currently open.
Gather Required Documents
You'll need proof of New Hampshire residency, your child's birth certificate or other age documentation, and for priority applicants โ documentation of income level or special needs status.
Submit Your Application
Apply online โ do not submit more than once per family. To receive a 100% EFA grant for the school year, your application and supporting materials must be verified by July 15. Applications submitted after this date may receive a prorated award.
Sign Your EFA Agreement
Once approved, sign the EFA agreement which includes agreeing to share academic accountability documents. Returning EFA families must submit a Record of Educational Attainment from the current school year to qualify for the upcoming year.

Once your account is set up you'll receive a welcome email from ClassWallet. Use the ClassWallet platform to make payments to approved vendors directly. Before a purchase goes through it must be approved by CSF-NH staff.

Yes โ unused EFA funds roll over from year to year and remain available until the parent or guardian withdraws the student from the program or until the student graduates from high school. This is a significant advantage that allows families to build a reserve for larger educational investments.
My child is homeschooled. Can they use the EFA?
Yes โ with an important caveat. Students who enroll in the EFA program must terminate any existing home education program registered under RSA 193-A. EFA students follow a different set of requirements than traditional homeschoolers. Review the EFA Parent Handbook carefully before applying if your child is currently homeschooled.
Does receiving an EFA affect other financial aid?
Receiving the EFA grant does not disqualify students from receiving other types of aid. The CSF-NH encourages families to apply for any other programs they may qualify for in addition to the EFA.
What if the enrollment cap is already full?
Priority groups โ including students with special needs, siblings of current participants, and lower-income families โ can still be admitted after the general cap is reached. If you're not in a priority group and the cap is full, you may be placed on a waiting list. Apply early and apply on the first day the window opens.
