What Is Arizona's Empowerment Scholarship Account?

Arizona launched its ESA program in 2011 โ€” making it the oldest in the country. In 2022, it became the first state to offer universal eligibility, meaning every Kโ€“12 student in Arizona can apply, regardless of income, location, or prior school enrollment. Unused funds roll over to the following school year, which is a feature most other state programs don't offer.

Who Qualifies for Arizona's ESA?

Every Kโ€“12 student who is an Arizona resident and eligible to enroll in a public school qualifies โ€” it really is that simple. There are no income requirements, no academic requirements, and no geographic restrictions. Whether your child attends private school, is homeschooled, or is currently in a public school and you want to switch, you can apply.

One important note: Once your child's ESA is funded, they must officially unenroll from their public school. You should not proactively unenroll until you have signed the ESA contract and funds have been deposited. Keep your child enrolled in their current school until that step is complete.
